  • Integrated Undersea Surveillance System (IUSS) Requirements Coordination Support, Fixed Surveillance System (FSS), Surveillance Towed Array Surveillance System (SURTASS) and Distributed Netted Sensors (DNS) Security and International Programs Support. The contractor shall:
  • Provide support to N2N6F24 IUSS Branch with respect to the overall N2N6F24 PPBE effort.
  • Assist with overall N2N6F2 IUSS POM/PR coordination supporting the PPBE processes, procedures and information systems as they relate to international program efforts.
  • Review Office of the Secretary of Defense (OSD) Issue Papers, Program Budget Decisions (PBD) and Program Decision Memoranda (PDM) and report on impact to the N2N6F24 portfolio. Verify that N2N6F24 responses/reclamas are developed in proper format and contain accurate financial data.
  • Assist with development of responses to proposed Congressional actions and preparation of Congressional Staffer Briefings related to IUSS. Ensure that any required follow-up documentation is provided in prescribed format within established timelines.
  • Provide technical and administrative assistance in support of N2N6 response to Government Accountability Office (GAO) interest in IUSS. Assist N2N6 with responses to GAO audits, reports, and other tasking. Present recommendations in government format for Branch Head review by established deadlines.
  • Provide analytic support in determining the contribution of IUSS to future Naval and Joint warfighting capability requirements at the TS SCI classification level .
  • Provide analytic expertise to support IUSS leadership meetings, Technical Interchange Meetings (TIMs), briefings, and workshops. Support the coordination and facilitation of IUSS meetings and technical conferences.
  • Provide IUSS technical documentation support including development of briefs, white papers, and reports. Technical documentation may be in the form of paper, electronic (digital), or interactive web-based computer systems.
  • Attend and participate in government and contractor meetings, technical reviews, logistics planning reviews, system working group meetings, technical interchange meetings and program review meetings, and other meetings as required/directed at the TS SCI classification level.
  • Support liaison activities with Navy entities on IUSS program and budget matters, including reviewing, processing and forwarding of POM/PR submissions, issue papers, emergent capability and funding requirements.
  • Staff and support collaboration of reclamas with other OPNAV codes and Financial Management and Budget (FMB) concerning reconciling issues and following Program Budget Decisions (PBDs) and Program Decision Memorandums (PDMs).
  • Attend meetings with OSD, Joint Staff, Congressional liaisons, and other services on joint requirements and issues that support the development of N2N6 requirements.
  • Collaborate with the Budget Submitting Office (BSO), Fleet Support Activity (FSA), to support balancing funding between programmatic, budget, and execution data.
  • Support N2N6F24 coordination for all joint actions with other N2N6 divisions, OPNAV codes, and Service representatives as required.
  • Support N2/N6F24 IUSS Branch in conduct of Program Security for Fixed Surveillance System (FSS), Surveillance Towed Array Surveillance System (SURTASS) and Deployable Sensors Group.
  • Maintain the Security Classification Guide (SCG) for the Integrated Undersea Surveillance System (IUSS) program.
  • Support N2N6F24 IUSS Branch in conduct of International Program Management for Fixed Surveillance System (FSS) and Surveillance Towed Array Surveillance System (SURTASS).
  • Draft and maintain international operational agreements (Memorandums of Understanding (MoUs)) signed at the Chief of Naval Operations (CNO) level and assist in the negotiation process. Monitor actions by the program to ensure compliance with the MoUs.
  • Coordinate with Navy International Programs Office (NIPO) for drafting of Delegation of Disclosure Authority Letters (DDL) in support of MoUs.
  • Assist the program office in coordinating with NIPO for Foreign Military Sales (FMS) case management.
  • Review Technology Transfer and Security Assistance Review Board (TTSARB) packages related to IUSS and Undersea Warfare (USW) from NIPO and N2N6F.
  • Ten years of related experience.
  • Navy Surveillance Towed Array Sensor System (SURTASS)
  • ASW experience
  • Working knowledge of PPBE process
  • Active TS/SCI Clearance.

  • Navy staff experience a plus
