International Resources Group (IRG) , a wholly owned subsidiary of Engility Corporation is seeking a Value Chain Deputy Team Leader for the USAID Somalia Growth, Enterprise, Employment and Livelihoods (GEEL) Project. This project promotes inclusive economic growth in Somaliland, Puntland and other existing and emerging federal states, and aims to strengthen the business enabling environment through access to finance and policy and regulation support; promote enterprise development through business development services; improve production, employment, and incomes in select agricultural value chains; and increase participation by women and youth in the economy as entrepreneurs, employers, and employees.
The Value Chain Deputy Team Leader will support the VC Team Leader to deliver assistance and achieve results under the 5-year Task Order 02 on "Agriculture Value Chain Services." This position will be based in Hargeisa, Somaliland, following a period of team integration at the project's headquarters in Mogadishu. The VC Deputy Team Leader will play a prominent role in the project's private sector engagement strategy for all agriculture value chains that include sesame, banana, citrus, and dairy. Specific duties include, but are not limited to:
Formulate strategy and provide technical expertise for engagement of Somali agribusinesses and investors with an emphasis on addressing competitiveness and investment constraints all along the value chain. This includes challenges in agricultural production, post-harvest handling, storage, processing, agribusiness operations and profitability, market linkages and trade facilitation, and access to finance.
Participate in and supervise value chain market research and analysis, and dissemination of information to Somali stakeholders and potential investors.
Participate in trade missions, competitiveness events, value chain working group platforms and broader stakeholder forums.
Facilitate mobilization of expertise to assist companies, businesses, cooperatives, associations, and other intermediaries, to improve their performance, sales, production and competitive pricing;
Collaborate with the project M&E team to undertake necessary data collection and analysis related to value chain interventions.
Participate in the development of EOIs, RFPs and APS under the "Value Chain Competitiveness Fund" (VCCF);
At least a Master's degree in business, economics or a related field, such as agriculture; or a Bachelor's degree with five additional years' experience.
Minimum eight years' experience in agribusiness and agriculture in East Africa.
Experience managing staff and other resources under value chain projects to achieve results.
Experience working collaboratively with host country governments, the local private sector, and implementers of other donor-funded activities.
Excellent oral and written English language communication skills.
Prior experience working in fragile or post-conflict states is desirable.
Direct, hands on private sector experience in agribusiness;
Experience facilitating debt and equity investments in agribusiness opportunities;
Experience facilitating or promoting international trade in agriculture and fisheries products ;
Practical experience working in sesame, banana or citrus sectors/value chains
Strong capabilities in formulating complex scopes of work
