International Resources Group (IRG) , an Engility Company , seeks a home office-based Operations Specialist for the USAID/East Africa-funded Somalia Economic Growth (GEEL) project. This project will primarily be focused on promoting inclusive economic growth in South Central Somalia, Somaliland, and Puntland. The project aims to strengthen the business enabling environment through access to finance and policy and regulation support; promote enterprise development through business development services; improve production, employment, and incomes in select value chains (horticulture, fisheries, and renewable energy); and increase participation by women and youth in the economy as entrepreneurs, employers, and employees.

The Operations Specialist's duties include (but are not limited to):

  • Support effective and compliant management of the Somalia Growth, Enterprise, Employment and Livelihoods (GEEL) project at the home office, including tracking budgets and pipelines, providing direct operational support to the field team, and ensuring that all support departments work together to achieve the goals of the project;
  • Lead and facilitate the Quarterly Performance Review Process for the project;
  • Through the QPR process, reviewing CPARS, and other means, identify project management, implementation, and/or operations challenges and implement solutions for resolving the challenges with the team;
  • Contribute information and recommendations to strategic plans and reviews;
  • Work closely with the field and Operations teams to track client approval requests and deliverables
  • Work with colleagues in the Operations and Project Lifecycle Support Team to resolve ad hoc project management, implementation, and operations issues as they arise;
  • Regularly monitor and periodically review Subcontractor deliverables;
  • Support Project Control Analysts in tracking status of contract to meet or exceed contract obligations, financial targets, and established contract performance standards
  • Travel to the field regularly to provide surge support, participate in strategic meetings and events, and maintain close working relationships with the field team;
  • Lead Project Close Out operations, including serving as acting finance/operations field staff positions as necessary;
  • Meet billability targets for own work to the extent feasible and allowable.
  • 5+ years of experience in supporting management and implementation of USAID projects in implementer home offices and/or the field
  • Bachelor Degree in relevant field including International Relations, International Development, Political or Social Science
  • Project management, operations and finance experience
  • Demonstrated ability to identify and solve problems and challenges individually and as part of a team, while respecting individual team members' roles, strengths, and communication styles
  • Proficiency with Microsoft Office programs, particularly Excel
  • Strong organizational and communication skills, the ability to perform effectively within aggressive deadlines
  • Ability to prioritize and be persistent in follow-through
  • Hard-working, self-motivated and possesses a positive attitude
  • Must be willing to fulfill temporary assignments in Somalia
  • Master's Degree in relevant field including International Relations, International Development, political or Social Science
  • 2+ years of experience working on a USAID field project, ideally in challenging, high-risk environments
  • Horn of Africa experience, particularly Somalia
  • Project management training or certification
  • Experience leading or facilitating teams
  • Experience with or understanding of USAID financial management, accounting, and billing fundamentals
