Job Description
Summary
Under the general leadership of the Pro2Serve Program Manager provide direction and implementation of all OPSEC functions as required by a contract to support a major NNSA site with nuclear facilities; perform OPSEC assessments and other assigned OPSEC functions as required by various customer facilities or operations. Administer the OPSEC Program for all NSO Management and Operating (M&O) Contractor locations; develop and promulgate required plans, annexes, and implementation guidance; develop and assist in implementing cost-effective countermeasures and educate employees on sound OPSEC practices; develop and disseminate periodic, credible cross-feed information on new or anecdotal events to enhance program credibility. The OPSEC Manager will prepare and distribute reports of those activities and manage / coordinate the activities of a small staff. OPSEC assessments shall be performed by Q-cleared, Subject Matter Experts in the area of OPSEC.
Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The OPSEC Manager will:
• In coordination with the Program Manager maintain continuously interface with the customer; and within contract boundaries and limitations provide highly responsive services and ensure customer satisfaction; develop customer focused solutions
• Provide technical and management leadership for OPSEC and support integration across all functional areas
• Monitor metrics and provide accurate reporting for project management to ensure both technical and financial performance of assigned areas and of contract as a whole
• In coordination with the Program manager effectively manage assigned personnel inclusive of assignments, work flow and staffing levels; coordinate with the Program Manager to integrate overall organizational management inclusive of personnel actions
• Maintain continuous lines of communication with the Program Manager and corporate management to ensure contract performance and support corporate initiatives
• In coordination with the Program Manager interface / integrate with other site contractors to provide coordinated solutions for the customer
• Specific technical requirements include:
o OPSEC vulnerability planning and conduct Vulnerability Assessments, as required, to develop site-specific threat statements in accordance with applicable requirements.
o Assist in the research and validation necessary to modify and publish such documents as the OPSEC Strategic Plan, OPSEC Statements of Threat (classified and unclassified), OPSEC Assessment Procedural Guide, OPSEC Employee Guide, annual OPSEC Program Activities report to HQ NNSA/DOE, and other non-recurring education and awareness publications.
o Conduct OPSEC assessments, reviews, and support Nuclear Emergency Support Team (NEST) deployments
Job Requirements

Degreed professional with technical, management and leadership skills proven on contracts supporting base / installation level requirements.

Experience
Prefer 10 plus years of leadership / supervisory experience with OPSEC programs in a DOE or DoD environment. Proven success supporting the integration of all security related program elements such as: Vulnerability Assessments (VA), Site Safeguards and Security Plan (SSSP), Security Classification, Classified Matter, Pass and Badging as well as other duties such as maintenance of a web site, provision of security briefings, training and maintenance of training records in to a comprehensive OPSEC program.

This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.

Retirement Plan
New employees can enroll in the 401(k) retirement plan after one month. You may contribute up to 15 percent of gross pay toward several investment choices subject to overall limitations placed by the federal government. Pro2Serve contributions made after January 1, 2004 are fully-vested immediately.
Comprehensive Leave
