Proposal Writer
Duties and Responsibilities:
• Work with department capture, proposal and cross functional teams to develop technical proposals including past performance, corporate experience, management approach, workforce, capabilities matrices, and personnel resumes.
• Coordinate with subcontractors to compile and optimize their proposal contributions. The technical editing function may also include editing and preparing the full document for submittal.
• Work with engineers, analysts and other Subject Matter Experts (SME's) through interviews or extrapolation of existing material to write, edit, and produce proposal content.
• Required to understand Government procurement policies and practices and be knowledgeable of the typical requirements of management plans and past performance proposal sections.
• Required to adhere to proposal development, review and production schedules.
• Perform desktop publishing, formatting, copy editing, and proofreading of all proposal content of multiple sections of large and small proposal efforts with varied graphics requirements to produce clear and accurate documents in a timely manner. This will include reviewing the proposal for improvement areas, and coordinating information flow between multiple contributors.
• Work closely with team members and /or teaming partners to ensure a high quality proposal response is completed on time; coordinating with proposal production specialists to ensure completion and delivery of completed proposal responses.
• Assist in the development of departmental policies relating to proposal management; contributing to and implementing ideas of improving department efficiency as part of a Continuous Process Improvement initiative.
Education Experience and skills:
• Bachelor's Degree with 8 years of relevant experience; or Master's Degree with 4 years of relevant experience; or 2 years of relevant experience equivalent to 1 year toward a Bachelor's Degree.
• This position requires solid planning skills: excellent communications skills (oral and written), organizational and interpersonal skills.
• Must be able to work as needed to meet proposal deadlines and to work in close coordination with other personnel.
Additional Information:
• A Secret Level Clearance is required.
