Senior Capture Manager, Federal Healthcare
The Federal Healthcare Senior Capture Manager should have direct client relationships and experience settling into the healthcare market, with a primary focus on the Department of Veterans Affairs and Military Health System, National Institute of Health (NIH), Health and Human Services (HHS) and the Center for Medicare and Medicaid Services (CMS) are a plus. The Senior Capture Manager will focus on capture management and should be able to work closely with Business Development, Proposal Team, Engineering Team and Project Management team to successfully submit winning proposals to include RFI’s, RFP’s, and Unsolicited Proposals as appropriate. This candidate will work closely with our executive staff, customers, teaming partners and will develop winning proposals with support from the proposal and business development staff. This position requires a combination of strong technical writing as well as business and leadership skills.
Duties/Responsibilities:
• Take sales funnel from Business Development and work with solution architects, engineers, and teaming partners to run through capture process to win and hand over to project management team.
• Works closely with Business Development, Systems Engineers, Program/Project Managers and Proposal team to aggressively pursue and close new business in Federal Healthcare.
• Establishes trust, rapport and creditability with client senior leadership and operation managers.
• Manages relationships with existing Federal Healthcare opportunities while working closely with the corporate executive staff to identify additional strategic projects for capture effort.
• Helps to define the Business Unit’s financial performance goals in support of the Unit’s and Company’s objectives.
• Works closely with the Technical Staff overseeing responses to all RFI’s, RFP’s, RTEPS and unsolicited proposals as well as assisting business development managers, project managers and/or technical leads with expanding the current scope of project activities and/or securing follow-on work, and actively participating in proposal development activities as requested.
• Reads Requests for Information (RFI’s), Proposals (RFPs), Requests for Quotes (RFQs), Statement of Work (SOW) and other documentation to ensure full understanding of contract requirements.
• Works with the Leadership team to develop Work Breakdown Structures (WBS) to be used in workforce planning and proposal pricing, and solicits the help of Subject Matter Experts when necessary

• Knowledgeable of and supports the overall concept associated with the Company’s and specific Business Unit’s Strategic Plan.
Education Experience and Skills:
• Minimum of Bachelor of Science degree in Computer Science, Engineering, Management Information Systems, Business or related discipline is required.
• Minimum 10 years of broad based experience in technical capture management with a proven track record of leading multi-disciplinary technical teams is required.
Special Skills-
• Solid background of operations oversight, development and technical planning, and strategic evaluations.
• Highly motivated self-starter with a track record of superior leadership skills and organizational capabilities.
• Experience in sales within Federal Healthcare Government and Military, specifically Federal Healthcare.
Strong understanding, expertise and relationships in Department of Veterans Affairs, DOD Military Health, and IT requirements.
• Solid Customer Service Skills.
• Strong analytical skills and problem-solving ability.
• Exceptional oral and written communication and presentation skills.
• Ability to recognize and understand client’s needs quickly.
• Ability to master a large variety of solutions and applications.
Additional Information:
• Must be able to travel as required or needed.
• DOD or VA Clearance is required.
