Acquisition Management Consultant
With our steady growth, Octo Consulting Group has a need for a general Management Consultant to support business case and acquisition strategy development for a critical Satellite Communications program.

Responsibilities:
Provide DOD acquisition consulting and subject matter expertise in the development, acquisition, and sustainment of acquisition systems. Support the DOD 5000 acquisition process by contributing to acquisition strategies, development documents, requirements refinement, Joint staff coordination, and DOD enterprise processes and tools. Identify and assess risks to programs or projects, recommend risk mitigation strategies, and implement risk reduction plans. Other responsibilities include:
• Project and customer relationship management
• Planning and directing acquisition management activities
• Eliciting and documenting functional requirements
• Developing and executing stakeholder communications campaign
• Carrying out market research and data collection
• Cost and price modeling and analysis
• Developing sound Business Cases and Analyses of Alternatives
• Conducting stakeholder mapping and outreach
• Conducting and documenting Market Research
• Coordinating vendor-government Technical Interchange Meetings
• Acquisition planning consistent with FAR requirements; Developing acquisition-related documentation (e.g., Requests for Information (RFI), Acquisition Plans, and Requests for Proposal (RFP))
• Facilitation of cross-functional (business and technical) team discussions
Required knowledge and experience with the following:
Experience with DOD acquisition systems and working knowledge of DOD 5000 series and formal program documentation; as well as JCIDS (CJCSI 3170.01G & JCIDS Manual), and the planning, programming, budgeting, and execution (PPBE) process is required. Additional required experience includes:
• Five or more years (5+) experience and demonstrated knowledge in formal DOD acquisition management processes, policies, procedures and regulations
• Demonstrated strong management consultant fundamentals (information gathering, hypotheses development, deck development, delivering recommendations, client facing workshops, implementing recommendations, etc.)
• IT Service and Performance management
• Stakeholder Management and governance
• Full-lifecycle IT/C4I systems management
• Business Case Development
• Market Research and vendor management

Required qualities/skills:
– Excellent written and verbal communication skills
– Strong consulting and client management skills
– Project management, analytical and critical thinking skills
– Strategic and collaborative leadership
– Demonstrated business development and experience growing small engagements
– Demonstrated experience in planning, managing, organizing, and leading projects in a federal contracting environment
– 10-15 years work experience, minimum 2 years supporting a DoD Program of Record
– Advanced Degree (MBA/MS/MIS)
– Big firm consulting experience
– Ability to multi-task across assignments and engagements as needed
– Desire to work in a collaborative environment, and to solicit and provide constructive feedback
– Ability to think strategically, and actively participate in discussions with client, management and staff
– Ability to work autonomously and build relationships
– Management experience


Desired experience and/or familiarity with the following:
– DAWIA Level III in Program Management is preferred
– Extensive knowledge of Clinger-Cohen Act a plus
– Federal Government experience (DoD preferred)
– PMP and/or NCMA certification preferred
– SATCOM technology and industry familiarity
– Facilitation experience
– DoD PPBE
– Technology roadmapping
– Business Capability Lifecycle (BCL) framework
