Functional Responsibility:Provide acquisition support on functions associated with program management. Assist program managers in developing program documentation, creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams.
Advise in the interpretation and tailoring of ODNI/DoD/NSA acquisition regulations/memorandums, and ensure affordable, supportable and effective systems are delivered to the customer. Provide assistance in analyzing the developing improved policies, plans, methods, procedures, and systems of acquisition management programs. Perform complex analysis of acquisition programs. Reporting on programs and budgets and preparing program/budget information for submission to ODNI, OSD, and Congress. Analyze funding requirements, develop strategic business plans.
Professional Experience:
Demonstrate proficiency in the following areas:
* Experience in typical Acquisition functions (acquisition logistics, contracts, Finance/Cost, and classic systems acquisition familiarity) for DoD acquisition programs
* Experience working with the PPBS process, spiral or evolutionary acquisition
* Experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance.
* Experience with DoD 5000 series Acquisition documentation, in U.S. government or industry
Knowledge/familiarity is desired in one or more of the following areas:
* DoD experience in dealing with Milestone Decision Authority activities
* ITIL®v3 Foundations in ITSM certification
* Specific Intelligence Community (IC) Agency Acquisition Experience writing RFPs, PPIs, SOWs etc.
Education, Certification and Training:
Bachelor’s degree or equivalent combination of education and training. DAWIA certification in the fields of program management, finance, contracting, or testing. PMP certification from the Program Management Institute (PMI).
