Northrop Grumman has an immediate need for a manager to lead subcontract and procurement activities for the Hunter Unmanned Aerial Vehicle program based in Sierra Vista, Arizona. Manager will be responsible for development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. The selected individual will personally manage and execute several critical subcontracts in addition to supervising a team of subcontract administrators and buyers. Responsible for providing objective-oriented direction to subordinates using management guidelines & general policies. Frequent contacts with internal personnel and outside customer representatives at various management levels concerning operations or scheduling or specific phases of projects or contracts. Conducts briefings and participates in technical meetings for internal external representatives concerning specifics operations. Key competencies include leadership, subcontract management, technical performance management, risk and opportunity management, program integration management, communications management, issue and problem resolution, and change/scope management. This position requires a Bachelors degree in business or relevant field and a minimum of 12 or more years of related experience, preferably in Aerospace and Defense industry. Candidate must have excellent managerial and communication skills. Candidate must have demonstrated experience in government subcontracting and knowledge of FAR/DFAR. Position will be located in Sierra Vista, AZ. Security Clearance Required.
