Description : The Export Compliance Manager shall be responsible for: - generating import/export license applications for the Department of State and the Department of Commerce;
- monitoring and improving compliance with the ITAR and EAR;
- tracking status of all export authorization requests from internal request through Government approval and any ongoing tracking requirements (such as return of equipment exported on a temporary license)l;
- preparing Technical Assistance (TAA), Manufacturing License (MLA), Warehousing and Distribution Agreements (WDA), and Commodity Jurisdiction (CJ) requests;
- maintaining records of all technical data transfers, defense services provided, and ITAR exemptions used;
- ensuring compliance with the Technology Control Plan and Export Control Procedures; briefing and training employees on license agreement provisos/limitations;
- centralizing oversight of all export and import transactions, to include export documentation as well as import declarations, centralizing recordkeeping of all export and import documentation in accordance with ITAR and EAR, centralizing oversight of all export licenses and agreements, to include applications, use, and expiration and/or termination;
- establishing and maintaining relationships with freight forwarders; and creating and reviewing shipping documents created by TSG shipping departments, and making sure that appropriate export licenses or license exemptions are applied and shipping documentation is properly maintained in formal export control files
- working closely with the Technology Control Officer (TCO) and Empowered Official and other business functions in the organization to analyze business opportunities and obtain export authorization . The Export Compliance Manager must maintain a “can do” attitude towards helping business units obtain required licenses within a timely manner while at the same time ensuring compliance with export laws.
- researching, preparing, submitting, and communicating the status of export license applications, TAAs, MLAs, WDAs, and other export and import documentation with minimum supervision, and working with the TSG business units to proactively assist in developing export license strategies.
- providing day-to-day assistance to business units on compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and OFAC-Office of Foreign Asset Control, and other import export laws, as well as associated commercial shipping requirements and documentation
- performing regulatory analysis to help determine proper jurisdiction and appropriate classification of hardware, software, and technology. Ensuring all regulatory requirements related to export of controlled items, information, and/or services are maintained and documented.
- assisting the TCO in developing and implementing training programs for compliance and assist in review of policies, procedures, and systems for managing day-to-day import/export compliance.
- participating in compliance audits of import/export activities and assisting the TCO in drafting voluntary disclosures as required in conjunction with the Empowered Official and General Counsel.
- performing other duties may be assigned.
Qualifications: Prior experience with government contracting with a federal agency or government contractor is desired. Technical background and prior experience in DoD security and critical technical information and/or corporate compliance and internal investigations is also a plus. An understanding of the export laws and requirements of the United Kingdom is highly desirable, as is certification as a Certified U.S. Export Compliance Officer®. A Minimum of 5-7 years professional experience, and at least 5 years of which are in export control and a substantive knowledge of export/import regulations (ITAR, EAR, OFAC, ATF, Customs). A four-year degree from an accredited university preferred. The ability to interface with US Government agencies and commercial shipping organizations is a must. Experience licensing defense articles and defense technical data and with Technical Assistance Agreements is required. Must possess the ability to develop and maintain Excel spreadsheets and strong computer skills with a demonstrated proficiency in other standard business software packages including database, word processing, and internet software. Must have experience utilizing D-Trade. Ability to work well with others (senior leaders, managers, corporate staff, co-workers, business clients, employees of the company, and customers). Must be able to multi-task and prioritize workflow. Excellent organizational skills and the ability to perform duties with tight deadlines is a must.
