Halfaker and Associates, LLC seeks a Watch Specialist to execute all technical functions of a 24/7 365 days Emergency Operations Center (EOC) at the CNIC EOC/NDW ROC.

Description:
The Watch Specialist will focus their efforts on two primary directives: Provide immediate notification of any event or incident of operational significance that effects any Navy installation and to operate the EOC in an efficient manner compliant with National Incident Management System at Activation Levels (AL) 1 and assist Active Navy staff with AL 2 through 4. Tasks include:
•Operate equipment and systems including NiPR/SiPR Net, DMIS, DCTS, JPEN, DRRS-N, GCCS-M, ASOCC, WebEOC, Groove, FrAIM, NERMS, WAA/Ns and others as required.
•Conduct drills to exercise the Command and Control and information capabilities of the CNIC EOC and to enhance the preparedness of Navy ROCs and installation EOCs response to an actual incident.
•Conduct orientation and training of Navy/DoD personnel assigned to the CNIC EOC/NDW ROC.
•Assess and improve CNIC EOC/NDW ROC plans, processes and procedures.
•Participate as required on EOC/NDW ROC related working groups, Integrated Process and Cross Functional Teams and conferences.
•Support training and qualifications for the CNIC EOC and execute a smooth and thorough turnover of watch standing duties of staff.
•Support the CNIC EOC/NDW ROC during contingencies and crisis that require higher activation level operations. During elevated threat conditions Watch Specialists will be considered “essential” employees and may be required to work from alternate/contingency locations.
Requirements:
•High School Diploma or equivalent
•Active Secret Security Clearance
•Knowledge and experience of general administrative and federal government (DSS and OPM) personnel security procedures and practices
•Proficiency in office automation tools to include Microsoft Office Suite (Word, PowerPoint, Excel, Access)
•Ability to convey complex information in clear, accurate and concise manner under normal and crisis situations
•Prior operations experience in military service preferred
•Work 12 hour shifts in a 7 day on/7 day off rotating schedule
