I created a job, I see it under inactive jobs, how do I post it?

Under the inactive jobs tab, click the Actions link next to the job you would like to post. Select Activate Job Posting and the job will be posted. Note that it can take up to 15 minutes for the job to appear live on the ClearanceJobs.com site.

I went to the job and Actions. Activate Job Posting is not highlighted for me to choose. What step am I missing?
